As for titling, I think the benefits of not making the rules intensely structured around formatting outweighs the downsides (Which are pretty minor, IMO. There is a fills thread, and the text of the comment will make it clear what the thread is about, I would think?). I have been a part of many kink memes in the past, either as a participant or a mod or both; the majority of those were pretty loose about formatting and they all did perfectly well.
